    Cut the fur off.

or maybe you could use like nail polish remover.

Wash off the paw pads immediately with warm water. Concrete contains portland cement, which is caustic and will burn the skin. If you wash the pads it should come off; if you don’t wash it off and just leave it there the pads may get burned get burned.

Concrete which dries right away has no strength and should come off fairly easily. Do not use nail polish remover as this will have no effect and contains acetone which may damage the pads. Water is better.

aww how cuties well if it is on fur then you will have to cut the fur that it is on if not then it must be pretty hard o get it off the skin as you dint want to rip her skin off so you wil have to take it to a vet to get it off safely. good luck xxxx

Call a 24 hour vet. They might be able to give you the correct procedures to take.

You could try wiping them with a damp cloth.

Just leave it. It will crumble and she’ll remove it herself. Trying to clean a cat is a form of suicide.
