Usually what people mean by that is “what is the nearest cross street?” In other words, if you live on Polk Ave, but it runs down and interects with Lincoln Blvd, you could say “Lincoln is the nearest cross street”.

From your two choices I will say Sepulveda Blvd..PCH only has streets from one side while Sepulveda has streets crossing it on both sides. I think Sepulveda is still the longest street in Los Angeles.. But your asking in California..Well than that would be PCH since it goes all the way up the coast..

actually its a term used to more acurately describe a location

Example when we are toned out it sounds like this

Engin 6 possible cardiac at 12872 west haven avenue cross street weff road

so not only do i have an idea of what im going to knowing the cross street helps me narrow down where im headed to

Say you lived on Jones Avenue and it runs north and south.

River Road runs east and west and it crosses over Jones Avenue.

You live on Jones Avenue just north of River Road.

River Road is the cross street

It’s just a way to pinpoint exactly where you live.
